OCEAN MARINA YACHT CLUB, PATTAYA ,THAILAND

ORGANISING AUTHORITY

The racing is organised by the Platu National Class Association in conjunction with Ocean Marina Yacht Club under the auspices of the Yacht Racing Association of Thailand. They will be held in the waters off the Ocean Marina, Na- Jomtien, Thailand.

1.RULES

1.1The Regatta will be governed by: The Racing Rules of Sailing (RRS),

No national prescriptions shall apply.

The Platu 25 Class Rules 2018 as amended by the NCA of Thailand. This Notice of Race as amended by the Sailing Instructions. All amendments to NORs or SI’s will be displayed in the marina office window by 20.00 hrs the previous day

1.2 Between the hours of local sunset and sunrise the International Rules for Preventing Collisions at Sea shall apply.

1.3 The World Sailing Special Regulations Appendix J, Category 5 Special Regulations shall apply to all yachts. These shall include, but may not be restricted to the following: yachts must carry a suitable engine and adequate fuel, anchor and towing lines as well as lifejackets for all crew. The participating yachts must adhere to reporting schedules, minimum drinking water requirements, if any. Additional safety rules, if any, will be available from the organizing committee before racing.

1.4 All yachts must have a functioning VHF Marine Band Radio, capable of monitoring channels 16 and 72.

1.5 Advertising on a boat or by its crew is permitted in accordance with the World Sailing advertising code, formerly known as Category C.

1.6 The Organizing Committee may require all participating boats to display the event sponsor’s advertising on the first 20% percent of the hull and the first 20% of the mainsail boom plus a sponsor’s flag of maximum size 500 mm x 750 mm on the backstay.

1.7 The Sailing Instructions will be available at registration & at www.yachtsinthailand.com / Championship 2019/  Platu Cup2019 section, at least one week before the event.

2.ELIGIBILITY AND ENTRY

Entry fee will be 8,000 baht (250 USD) per boat plus 2,000 (65 USD) party costs per crew member.

All fees include VAT.

3. SCHEDULE

This is the proposed schedule for the event. However the Organizing Committee reserves the right to amend this schedule, and any other rules, with the Sailing Instructions

Wednesday/Thursday… 23/24th October 2019

Registration and weigh in 09.00 to 17.00 hrs

Friday ……..25th October  Race day 1

08.00 – 09.30 hrs    registration, measurement and boat preparation

09.30                        Skippers briefing

11.00 hrs                  First Warning signal, max. 6 races, first race will be a practise race.

Free beer and snacks immediately after racing

Saturday……26th October Race day 2

         11.00 first warning signal… max. 6 races

10.30 first warning signal max. 4 races. Last race finish will be timed so that all boats can be back in the marina by 15.00 hours. and the awards presentation is scheduled for no later than 16.00 hours.

Free beer and snacks available as soon as you land.

4. COURSES.

The racing area will be in front of the Ocean Marina Pattaya. A description of courses to be used will be issued at registration. The courses will be inshore or coastal at the discretion of the organizers. The course(s) will be chosen to take into account the prevailing, or forecasted weather conditions on the day of the race.

5. SCORING

The regatta will be scored as provided in Appendix A of the Racing Rules using the Low Point system except the last race of the regatta will be a double points scoring race. Races will be approx.. 30 to 60 minutes duration. Three races shall be completed to constitute a series. One drop score will be allowed (if 7 or more races are scored)

6.CLASS SYSTEM

The Platu 25 Class Rules 2018  as amended by the Thailand National Class Association shall apply. Both available on www.yachtsinthailand.com

Note… max crew weight 420 kilos.

7.INSPECTION

Yachts shall be liable for inspection in accordance with applicable safety and measurement requirements.

8.JURY

8.1 Jury shall be appointed in accordance with RRS Appendix M.

8.2 Decisions of the jury shall be final as provided in rule 70.5.

8.3 Any number of the jury may be available by video link only.

9. AWARDS…………Trophies shall be awarded to the first three boats, subject to 5 entries.

10. ADVERTISING  Without limitation, the Organizing Committee is expected to disapprove any advertising it deems in conflict with Thai laws or customs and may disapprove advertising in conflict with the products of event sponsors.

11. DISCLAIMER The Organizing Committee, the Race Committee, the Regatta sponsors and their representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury, or damage caused by or arising out of the Regatta. Participants compete entirely at their own risk.

ORGANISING AUTHORITY

The racing is organized by the Ocean Marina Yacht Club under the auspices of the Yacht Racing Association of Thailand. It will be held in the waters off the Ocean Marina, Na-Jomtien.

RULES

1.1 The Regattas will be governed by:

The Platu Class Rules 2018 as amended by the Thailand National Class Association ,

IDENTIFICATION

2.1 All boats shall be identified by their Hull number of three digits, on the bow and minimum 30cms high .

NOTICES TO COMPETITORS

Notices to competitors will be posted on the official Notice Board in the window of the Marina Office.

CHANGES IN SAILING INSTRUCTIONS

4.1. Any change to the Sailing Instructions will be posted by 20:00 hours on the day before it will take effect, including any change to the schedule of races.

4.2.  late changes to the sailing instructions may be made on ch 72 prior to the warning signal .Using flag L from C Boat means ‘follow me’ or listen to the radio

SIGNALS MADE ASHORE

5.1 Signals made ashore will be displayed on a flag mast at Ocean Marina Yacht Club at the entrance to the quays.

5.2 When Flag AP is displayed ashore, “one minute” is replaced with “not less than 60 minutes”.

SCHEDULE OF RACES

6.1 Friday 25th October 2019 Race day 1 a maximum of 6 races. First Warning signal 11.:00 hrs.

The first race will be a non scoring practise race.

6.2 Fri.      26th October 2019 Race day 2 a maximum of 6 races. First warning signal 11.00 hrs

6.3 Sat.     27th October 2019 Race day 3 a maximum of 6 races.  First warning signal 11.00 hrs

6.4 Sun.    28th October 2019 Race day 4 a maximum of 4 races.  First warning signal 10.30 hrs

Last race of the event will be double points.

CLASS FLAGS

7.1. The class flag  will be: Blue P on white

RACING AREAS

8.1. The racing area will be offshore from Ocean Marina.

COURSES

9.1 WINDWARD-LEEWARD COURSES – These courses, formed by two marks, will be as shown in the diagrams/course descriptions as outlined in Attachment 1, below. The marks shall be rounded to port.

MARKS

10.1 The marks of the course will be

Windward Mk – Yellow cube (change Mk- Red Cube), leeward mark a yellow cube.

10.2 The start pin will be an orange round buoy and the finish pin a white round buoy.

THE START

11.1 When a second, and subsequent races are to be started on the same day the warning signal to start will be preceded by the display of a postponement signal for at least 5 minutes. This instruction will not apply after a general recall or abandonment.

11.3 The starting line will be between a staff displaying an orange flag on the Starting Boat at the starboard end and the port end starting mark.

11.4 A boat starting later than 4 minutes after her starting signal will be scored DNS. This changes rule RRS A 4.1.

  1. CHANGE OF THE NEXT LEG OF THE COURSE

To change the next leg of the course, the race committee will lay a new windward mark and remove the original mark as soon as practicable. The change will be signalled by horn blasts and the display of Flag C on the committee boat  before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration.  When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

THE FINISH

13.1. The finishing line will be between the staff displaying a blue flag on the Finishing Vessel at the Starboard end and the white pin end finishing mark.

14 PENALTY SYSTEM

14.1 The provisions of RRS 44.1 and 44.2 shall not apply and a penalty will be one turn, inc. one tack and one gybe.

14.2 Unless otherwise prescribed in these Sailing Instructions, for infringements of the RRS,  the Jury may award a penalty of less than disqualification.

TIME LIMIT

15.1 The time limit for the windward/leeward courses shall be 75 minutes or 20 minutes after the first boat finishes.

PROTESTS and REQUESTS for REDRESS

16.1 Protest forms are available from the race office. Protests and Requests for Redress shall be delivered there within the protest time limit.

16.2 The protest time limit is 60 minutes after the last boat in the class has finished the last race of the day.

16.3 Notices will be given within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.

16.4 Requests for redress or reopening of a hearing will only be accepted up to 30 minutes after close of protest time on the final day of racing.

16.6 There will be No Request For Redress against OCS decisions. This alters RRS 62.1(a).

17  One Design, Platu Championship 2019, yachts shall be scored based on their team name. Change of skipper and or boat during the series will be allowed, subject to the approval of the organizing committee.

RADIO COMMUNICATION

18.1 A yacht shall neither make radio transmissions whilst racing nor receive radio communications, not available to all boats except as described in SI, 18.3

18.2 A yacht retiring from a race must at the earliest opportunity notify the Race Committee of this by hail, message, VHF on Channel 72 or cellular phone on the number 08 78 25 00 11 .

18.3 Any radio communications by the Race committee, any naming or misnaming of boats &/or their numbers, colours, designs, logos, or shapes cannot be used as evidence in any redress hearing.

This changes RRS 62.1 (a).

SHORTENING COURSE

19.1 In case of shortened course, the finish line will be between a staff displaying shorten course flag S and the nearby rounding mark.

20 . PRIZES

20 .1. Prizes will be awarded for the first three yachts, overall.

20.2. Other prizes may be awarded .
